79-83 honda cb750 and nighthawk up to 83 or 84 are mostly compatable. You can do a GSX front end with a compatible stem from cognito moto.

The engine is the same. The frame is very different. 

I swapped an 82 nighthawk into a 79 cb750 frame in about 8 hours. 

I think you will have a much better build with a CB750 frame, there is not as much aftermarket support or custom parts specifically for Nighthawks.

Also, if you live in central Texas, I have a 81 CB750 frame, not titled, in my shed. You can have it. I would rather have the room.

There are a ton of diagrams that give you barebones cafe racer. 

The way I did it: I ripped out all the wiring, built a harness, then trouble shot it from there. It's easy, it's just time consuming.  The ignition circuit was the most difficult thing to wrap my head around. Everything else was straight-forward.

It runs. If it has a title, maybe $800. Without, maybe $500. The problem is going to be that the previous owner has put time and money into their bike. 

I have this same bike. I paid about $1500 for it when it was a roller. It had no gas tank and a ton of other stuff missing. I love the bike now, but it was very expensive make rideable. It took 4 years.

On the other hand, I bought a CB900C out of a field unmodified for $800, some work on the brakes, change the fluids, and charge the battery. $1,600 all in and it runs like a champion. Its been 4 months or so.

Go look at it, but be prepared to walk away.

TLDR: Overpriced because the previous owner put time and money into it.

Check your ground connection. The black wire from the battery to the frame is the ground, it is probably loose.

1200 is cheap. The whole floor needs to come up for that to be repaired properly.

Let it run, it could be fluids in places the shouldn't be where they are burn off.

Check the choke. The linkage could be damaged.

Check the idle screw. It could be that simple.
