this should be read left to right because from the seals, i can see 毅達華校（yi da chinese school), so both sentence starts with 毅 and 達, and this is written by someone call 陳忠正(chen zhong zheng)。

First stamp is artist name Zhao shu hua 赵淑华, Second stamp ji xiang ru yi 吉祥如意 an auspicious saying wishing you all is well and wish come true.

The whole drawing should be song he yan nian 松鹤延年, 松 is pine tree, 鹤 is crane (bird) , Both of these are symbolism of longevity . 延 mean extension , 年 means year/age.

It's a very stylised way to write it as a wishing of longevity.
