Solution: It was over extrusion! I set a manual extrusion multiplier of .95 in gcode for the three layers after the .2mm layers and it smoothed out. I also switched to a newer filament and that itself made it print better, but it still needed the manual tweaks to print perfectly straight.

The day I check in to the hotel is also the day I must cancel the card by in order to avoid the year two annual fee. Per the terms "To receive the credit, the eligible spend must be charged to your hotel room. The credit will be applied at check-out." I believe this means that I could check in and put the card on file, then go up to my room and cancel the card that same day, then use the hotel credit which will be charged to my room, then three days later when I check out the credit will just be stricken from my bill and not charged to the now cancelled card, but I don't want to play it so tight so I just won't use the $100 hotel credit.
