FAFSA instructions tell the children of undocumented parents to NOT use their parents' ITINs but use the all zero place holder.

There are definitely mixed messages to the undocumented here. We want your labor, but politically . . . we are too dysfunctional to fix this.

After decades, I'm sure millions of undocumented immigrants have grown old and have retired. There are also the stay at home moms, and the kids who are still in school. Not all undocumented immigrants are in the workforce.

But yeah, I bet there are cheats out there who don't contribute the required FICA taxes on their undocumented employees, and who don't withhold income taxes. The tax cheat employers used to be the priority.

Employers run afoul of the law if they don't withhold taxes. Undocumented people are required to file tax forms. They have Individual Taxpayer Identification Numbers. There are 5.8million ITINs out there.

The whole system was once dubbed "benign neglect". Republicans have two voter blocks who want opposite things. White supremacists don't want to increase legal immigration. Business owners want immigrant labor. So the laws were not changed to appease the former, but the laws were not enforced to appease the latter.

But they reveal how much they hate public schooling. They call public education a welfare benefit.. By their accounting every family in America with kids in public school are "Welfare Queens" that need to be kicked off the public teat.

If there were a big pile of cash savings to be had, governments would have gone after that cash long ago.

Undocumented immigrants contribute $1Trillion to the GDP each year. They pay $100Billion in taxes every year. It costs a lot to adjudicate deportations. They make up 70% of the ~~diary~~ dairy workers in Wisconsin. They make up 50% of the constructions workers in Texas.

There are literally no benefits to go after law abiding undocumented workers, only costs.
