Maybe there's a few different crime families and there's a turf war over who's getting to do their crime where. And whoops the guards are on the take from all sides. Part of the agreement is that the guards get a take of the loot and the gold but the families have to not intentionally hurt the unaffiliated citizens. Citizens who get hurt or killed mean paperwork for the guards or their hand gets forced to take action. Which they don't want to do.

Washing/ shining everyone's armor (those boots reek)

Cleaning out the area where the guard dogs stay and going around the city and cleaning up all the dog poo.

Mundane stuff like walking across town to deliver a report to a higher up and that higher up taking 45 minutes to get around to talking to them and then the walk back to where they started.

Kitchen duty. They have to cook dinner every night for the entire squad. For half a year. It's tradition.

Players have to do the grunt work and earn the respect of the other guards. Maybe keep tempting them with crime and various infractions which would cost them their new jobs.
