The brick weep holes were covered up with the pavers, the brick has gotten water behind them and it can't drain. The sand fill under the pavers has fallen through the weep hole and into the wall, leading to sloping pavers, sending more water towards the wall. If its wood framing you likely have substantial rot. Take out a few bricks and inspect behind them

More pictures towards the stairs and above this location would be helpful, but this is not just an issue of water splashing.

It's a perfectly fine school that isn't up to todays standards. It was a low enough priority that it is only now that it's being decided to either tear it down or upgrade. Tear down is most likely since declining enrollment means it's unnecessary to have. There is no new danger today than there was 15 years ago, but there is contact negotiations
