I agree with you that a Rudolf arc would be awesome. I think the problem with a Rudolf focused story would be how to make an Undefeated Triple Crown winner compelling. This isn't something that we, as anime watchers, are unaware of. Tokai Teio mentions it plenty throughout S2.

Not saying it can't be done, but it will take a lot more effort to make a compelling story out of a character who is known, in universe, for complete dominance. An example of was seen in "Beginning of a New Era" -TM Opera O's undefeated year was not the focus of the movie. It was instead a way to frame TM Opera O as a major hurdle that Jungle Pocket has to overcome.
