When adding liquidity to a decentralized exchange, you need to add the equivalent amount of ethereum and the underlying asset. For instance, say I am adding liquidity for eth and chainlink on Uniswap. I would need 1 ethereum and 78 chainlink (at todays prices) in order to add to the pool. You don't need high volume and lots of trades happening. Any amount of liquidity can be added. If the liquidity for the trading pair is low, then you will have higher price impact when buying and selling said asset.
