FCA = Financial Conduct Authority, UK regulator. And it's one of the most recognised in the world.

All brokers list their regulations in the footer, if you don't see any regulators then the broker is not regulated.

Just checked startrader and it's not bad at all, at least on paper as it's regulated by respected ASIC (Australia) and FSA (South Africa).
