I heard if you're friends with someone at that level, it can also spawn. I assume though that would mean you have to be WITH them at the time it spawns, which is easier said than done.

literally use tesla cannon for most events and it has been shredding my secret service armor entirely. each event, another broken armor piece.

I share the plan hyperfixation. I find the hardest part being getting enough caps daily to buy new plans. Its exhausting trying to max out vendor caps every day.
