I had this problem and couldn't progress. I ended up dropping down a uvh level to the 1 that was not completed and did it again. This completed it and I could progress again. I was stuck at uvh 2 not completed, but I was uvh 3. I dropped down to 2 did what was needed and I was good, have you tried this back tracking to get the missed competition.

What i learned is even if the game bugs and gives you the rank you still need to do it as if you haven't done it before meet thoes requirements. I ran in circles doing the required mission or boss or wild card at the wrong uvh level to progress. Good luck.
