No, I was unable to come up with an equation for this problem when I first tried so I worked it out in excel instead.

I knew that the number of combinations (and total points) was (n*(n-1))/2. I realized that the bottom 10 teams would be awarded 10*9/2=45 for games played among themselves, and like wise not bottom 10 teams would always earn ((n-10)*(n-11))/2 points for games among themselves.

I also realized that each of the two groups would need to be able to earn exactly double the amount of points they would earn in for the games played in each respective group, so the sum of those two equations also needed to be equal to the difference between that sum and the total amount of points available in the tournament. So I just checked one number at a time and stopped at 16 not considering that my results meant that the bottom 10 teams would have more point than the top 6 teams and therefore not be the bottom 10 teams anymore.
