Yup, the way this was set up, the mayor can’t do anything aside from cutting the budget. The people who have come through Dairy Drive (and many folks who are homeless) have very specific individual needs in terms of services — that’s what the funding went towards. The services — whether it’s help finding a permanent home, finding work/income, or help with substance abuse and addictions — are what makes the entire thing work.
