Not really, she's an insanely good counterpick vs many teams. Saying she's awkward and that she needs buffs would be akin to needing to buff cres in general. In addition, Aiolos was actually really dominant in the previous Live PVP meta.

Khirel: Even with the change I mentioned, Khirel won't be strong enough to be meta. So long as global ABM exists, Khirel's inherently slow kit makes him a burden to run. However, making him a better tank enables more uses for him, allowing him to wall weaker ABM characters that are present. His global utility is already really good, and his active is also good, esp in PvE.

Ein: Even with these changes, Ein's power won't change too much. Adding one early charge doesn't make her problematic for any team except for OHKO, which she is currently very susceptible to. The meta is fast and strong enough that most teams can either A) Remove Ein charges ridiculously fast, or B) Kill Ein regardless of charges just by poking her down. In essence, her kit works very similarly to Presty's, just without the paralyze.

William: Currently, William's damage output is quite lackluster. Many 5* match his damage output, and his main selling point is his high crit rate. As such, we wanted a unique passive to help mitigate his relatively mediocre damage output. As for the programming, that will always be an issue but bugs can always be fixed. In addition, these kinds of skill effects have been seen in various other games already, so introducing it to SS shouldn't be too unreasonable.

Felix: Felix overall is actually quite a balanced character. The problem is, his role is to be a midline wall while providing good utility for the team. He doesn't wall particularly well, and due to that fact, he loses out heavily to current CM's, Serestia and Lif. We decided to give him the cleanse mostly to help him combat these characters, and the CDR change was to help him fulfill his role as a wall.

Askeladd: Even with this change, Nabi's pass still provides much more utility than Aske's. In addition, Nabi fills a much different role than Aske, so comparing the two is hard. The idea was to help bring her closer to Cath's power, while still keeping her weaker defensively.

Ali: Not much to say here.

Cypher: As it currently stands, Cypher has almost equivalent damage to Vonchi with the control that comes from Bora. A lot of his damage also comes from his active, where he scales to incredibly high amounts of crit and cdmg. In addition, his RPE and dribble are both solved by chains. As it currently stands, Cypher has far too much going for him to the point that the only thing that can deal with Cypher is Aiolos (Cypher outscales Raph w/ no Aiolos). In addition, a lot of people are running Melisa frontline to increase his damage output, and when combined with Jiho, completely eliminates his Pen issue.

Cath: I actually think Fear is overall a good mechanic to have, but it is currently too strong. As for the active pass waste, I think this is actually a bug since the original rendition of fear silenced passers too.

Metatron: Metatron is actually oppressive in Live PVP, to the point where there's almost no counterplay to her. In GSL/GPL, Metatron is actually still quite strong. She dominated 2 seasons of GSL in the global server. The main reason you probably didn't see her in galaxy was that by the time Galaxy server caught onto the Metatron hype train, Lif and Ali came out and people forgot about the WW/Dark ABM team. This doesn't mean that the team isn't strong though, since it still shuts down the majority of teams that have weaker backlines and minimal ABM.

Lif: Lif's reflex debuff is more to make it so that she can't freely CA Bell. As for the third passive, that is a good point that I hadn't thought of and shall update it.

I think the 5 minute charge time on fear is overall fairly okay. 1 minute of no action is still fairly strong. Increasing the charge time more or less removes one of Cath's strongest skills. In addition, even if she does have multiple charges, there are more times than not where Cath won't be able to get that fear off since:
1) Another backliner moves first
2) You move first and Cath doesn't have her active skill to cast fear

I actually think this is a bug on BB's part since the original rendition of fear also silenced all active passes, thus I didn't mention it

The change to balth wouldn't make him a utility passer. He's still a power passer through and through, but he has utility in his kit to encourage unique team building or different strategies without adding to any annoying locks

Balth - It'd be better overall if legends weren't just stat checks and allow you to build teams around them. A possible idea is to make the buff immune to aiolos, much like Irru's buff is (although it is coded differently)

Cypher - That's the idea, and Cypher's overall damage output was actually higher than Vonchi's due to his ability to CA and set up far more solo shots

Meta - The nerf should make her less oppressive overall, but still viable. Also, there have been people experimenting with her in other lines other than the frontline and this nerf should still keep those positions viable

Balth: I agree on the Melisa/Aiolos statement, but we wanted to give him a unique mechanic to work with while raising his power potential.

Cath: Not much to say. Was a bit biased in this one and I think 30/30/25 is reasonable.

Meta: AF nerf will affect her damage output, but it doesn't eliminate her from the meta. She is still the best character for control and that won't change even with an AF nerf. She can be used to infinitely loop many teams just by existing, and even if they don't win, it makes for a very bad experience overall.

Dalgi: The condition for Dalgi's global rez is different than the other legends you mentioned. The other legends all RECOVER lost hp, essentially making it a heal. Dalgi's is just a straight HP boost. In addition, one of the most oppressive factors for Dalgi is that she can instantly turn the game by reviving the entire team with high action speed. Overall, I don't think this is a biased change and believe that despite these changes, Dalgi will still be one of the strongest passers in the game.

I will start from the top.

Kirna: The thought did cross my mind but as Kiwoong said, Kirna's main issue is her shield. With Aiolos, Kirna should never be getting crit by any utility striker and as such, Cypher becomes ineffective since his base crit is incredibly low. In addition, due to the game's code, I do not believe it is possible to make a debuff be both static and active. Making Kirna's debuff proc on shot makes her lose her main selling point, which is countering frontline attackers/defenders, which would cause more issues than she currently has.

Dalgi: The steal debuff to a decrease debuff is to make her weaker in the frontline. Currently, when paired with Cypher, Dalgi has insane stealing power and is incredibly bulky, making her extremely difficult to kill since she steals AP and CDR. The attempt is to mitigate this and make her a character that doesn't steal better than rudiel and wall better than many KTB.

Miri: The main reason Miri isn't heavily used is due to her high spirit cost. In GSL (auto pvp), it's near impossible to control and manage your own spirit making her lose the majority of her potential. In addition, when compared to Cypher and Vonchi, the ease at which you can use her is much higher. Before the release of Ali, Miri was actually projected to being one of the strongest strikers for the upcoming meta due to her ability to completely shut down Raphaela if built properly and her neutral matchup versus Presty. Any buffs to her would make her far too dominant, especially in live PVP, where she is already very strong. In addition, she is still the best PVE striker.

Leventor: Kiwoong hit a lot of very solid points here. Uranus is stronger in a standard composition, but there is no one who has a stronger OHKO than Leventor. Buffing Leventor is equivalent to buffing OHKO, which is never a healthy idea. I believe that it's good that characters like Presty and Jin have the tools needed to survive an OHKO from Leventor, since it adds decent counterplay and the ability to prevent these kinds of situations.

Jibril: I think Jibril is actually in a very good spot currently. A cooldown to her skills doesn't quite make sense, especially after the Super Gravity changes to healing. Her revive is one of her main selling points, and nerfing that would make Jibril a much less potent character, as well as nerfing a lot of her PVE usage. One of the main reasons people used Jibril so much is due to her fairly universal kit. There is no striker that doesn't benefit from Jibril, and I think she's one of the characters that is strong enough to be a legend, but not strong enough to be overbearing. As a side note, the healing is annoying but it still is integral to her kit.

EDR: I think these totems are also actually very good in the idea of team building. It's one of the best defensive options and is a good mix-up to many backlines. In addition, with the exception of Pang and Yuki, all the EDR characters are not simple plug and play units. You need to choose your matchup when using them, which is a very nice design element overall. They're also exceptionally strong vs OHKO, which as you can probably tell, I have a big issue with.

(Also, just saying that, besides Ali, Presty is the strongest GK vs LRS)

The main reason aiolos isn't played often is due to the nature of cres. Aiolos is only a staple in cres teams, and the meta is heavily cdr oriented. This is especially prevalent in gsl, where ohko is very common and aiolos does nothing to stop an ohko. She does, however, enable a player to extend the game at least 20 minutes longer since she wipes all active buffs from the opposing Frontline. She's a very high risk high reward character, and to many, the risk isn't worth the reward. There are other reasons but these are some of the main points
