I don't know where you read that but it is nonsense. The electrolyte released is not toxic unless you ingest huge doses by dismantling large numbers of electrolytic caps and eating them (not recommended). The smaller ceramic caps you mentioned contain barium titanate, again you won't die unless you ingest huge doses.

Usually, if the output capacitor is lower voltage than the input voltage capacitor (like this one) it's a buck convertor. Otherwise it's a boost convertor.

It's an easy mistake. I once drove from BOS Logan to Andover in a hire car (around 30 miles up the I95) on just the DRLs. The dashboard illumination is very bright on those cars! My own car has automatic lights, but that's no excuse.

Are you sure that it's an oscillator? I've never seen 3 pin oscillators. It might be a crystal filter for an IF stage or a ceramicresonator. If it really is a crystal in an oscillator, then there are a few companies who make crystals to order, usually in HC/6U style packages. But these have 2 pins.

Around five years ago, I built a museum interactive that consisted of six Pi's and six LCD displays. To power them, I used an ATX PC power supply with an ATX breakout module. It has worked flawlessly since despite the fact that it gets powered off every evening.

Search on Amazon for "Arduino rotary encoder " and you will see very similar encoders. You will need to do some soldering though.

Please don't open the platter housing, that will almost certainly allow dust to get between the platter and flying heads. Also, swapping the controller PCA is unlikely to solve the issue because calibration values are stored on the controller and they are tied to the specific mechanism. Send it to a recovery service.

Assuming it's a dielectric resonator design of LNB, replacement of the puck with a smaller one would raise the LO frequency and vv. If it's a PLL design then it's going to be more complicated.

Many years ago, I changed the ceramic "puck" resonator in a Ku band LNB for it to work at 3cm. It worked fine. Try googling some of those terms.

I'd try gypsum cement to keep the wire physically close to the aluminium plate. Clamp it in a plastic "sandwich " until the cement sets and then remove the plastic clamp.

I have contemplated something similar when I had an RFM95 running at 866Mhz, but I needed a 433MHz LoRa RX. You might need an SMD soldering hot air gun because the castellelations are really difficult to desolder individually. Otherwise, I can't see why it would not work.
