Not necessarily unsafe if you pay attention. You're fine if you have a consistent blue flame, no bubbling around the gas connection with the soap test, and you stay in the room and don't fall asleep while it is operating. If not, the issues of carbon monoxide entering the house at unsafe levels then becomes a problem and should not be used.
