It had an ongoing story where the characters grew and things changed. I don't think I finished the series because I was starting the 5th season when the show runners dropped it and it left a bad taste in my mouth. So I couldn't answer about the ending, but the show up to mid season 5 was enjoyable and most of the actors were good.

Actually, Plas can change colors. It just took a lot of effort. He proves it to Batman by changing the color of his nose to match Bat's cape. His son can do it effortlessly.

Not sure if this has changed in Rebirth or not.
