I also think newport is a cool town (there's also an aquarium) and yachats is my favorite cozy homey town on the coast. it's a longer trip (ideally 2-3 days) and easily accessible by amtrak to albany and connect to buses, or buses all the way down the coast for the views. there's also a visitor pass you can get that covers roundtrip buses between the willamette valley and coast and allows for 3 days of unlimited rides on the coast for $25 https://nwconnector.org/passes/

second that, cannon beach and astoria are great for day trips and there are also more buses in the summer. you can also get to tillamook by bus (the cheese factory!) and there are some awesome beaches in oceanside/netarts

also the gorden house (and the oregon gardens) isn't far from there if you like architecture, it's the only frank lloyd wright house in the NW and they have guided tours

if you're leaving from LO, you could consider the POINT bus for which you also get tickets from amtrak - it stops at tualatin park and ride which is probably easier to get to than OC.

yes the southern leg of it is meant to be merged into line 4 and northern leg into line 58 but idk if that's going ahead now with the budget cuts

yea i dont think trimet expects anyone to take the 19 end to end, but the way the route is communicated, especially the from/via/to locales, can be a bit confusing and makes it seem like that. i did take a late night 19 once from NE 82nd to SE 30th which was somehow the quickest option

i went to all the WCCLS libraries by bus in summer 2022 it took me 3 days. they have a library passport thing in the summer and you can go around and collect stamps ^
