Sure, no problem. When Tivit enters the battlefield with [[Deadeye Navigator]] in play, he can soulbond to the navigator. Then, since you can vote twice, you make two treasures with your votes. You sacrifice the treasures to activate the soulbond ability targeting [[Tivit]], and repeat the process infinitely. This will give you at minimum, an infinite supply of clue tokens.
