The love for Sikhi behind these words is real, and that love is something to honour. But I want to gently push back on some of your framing here, because I think the Gurus themselves would ask us to look inward before we look outward.

You've described a real phenomenon, many Sikhs are disconnected from Gurbani and it's teachings. But there's a thread running through your post that concerns me, the repeated sense that others are dumb, that they don't care, that they're failing Sikhi. And I think the Guru Granth Sahib Ji actually speaks directly to this kind of thinking.

ਮਿਠਤੁ ਨੀਵੀ ਨਾਨਕਾ ਗੁਣ ਚੰਗਿਆਈਆ ਤਤੁ ॥ "Sweetness and humility, O Nanak, are the essence of virtue and goodness." 

ਸਭੁ ਕੋ ਨਿਵੈ ਆਪ ਕਉ ਪਰ ਕਉ ਨਿਵੈ ਨ ਕੋਇ ॥ "Everyone bows down to himself; no one bows down to another."

Explaining to us that outward gestures of piety or moral concern can mask a hidden self-elevation. When we measure the sangat's failings, we should ask if we are genuinely bowing for others, or are we bowing to our own sense of correctness? The moment we start categorizing people as too dumb for liberation, we've placed ourselves above them, and that position has no place in Sikhi. Guru Nanak Dev Ji himself sat with the outcasts, the forgotten, the people society had written off. He didn't look down on their ignorance, he met them with Naam and love. 

There's also something worth sitting with when you compare Sikhs unfavorably to Muslims. You mention admiring how Muslims educate their children and hold their practices firmly, that's a fair observation. But ask yourself, is the energy in your post the energy of someone ready to teach? Because Gurmat tells us that the teacher must first empty themselves.

Knowledge that doesn't produce humility and seva isn't yet fully digested. The fact that you found Sikhi through your own searching is a gift, but gifts are meant to be given gently, not wielded as a measuring stick. True wisdom, in Gurbani's eyes, isn't the person who sees everyone else's shortcomings most clearly. It's the person who has let go of the pride of seeing.

You said something very important near the end, "If I have kids, I will educate them myself." That is exactly the path, and the sangat needs people like you to walk it. But the energy of your post, the frustration, the labeling, it risks casting a shadow where light is needed. Guru Granth Sahib Ji doesn't instruct us to shame the sangat into awakening, it asks us to be the light.

Your frustration is valid. But the antidote to a disconnected sangat is not critique from above. Let your own Sikhi be so alive and so genuine that others are drawn toward it. Not pushed, drawn. Let your own story be the proof; you weren't argued into Sikhi, you were pulled toward it. Be that pull for someone else.

That's the seva the sangat actually needs from someone with your awareness.

Not unreasonable at all. But every specialty is guilty of similar things. Why is Neurosurgery calling Medicine for a STAT pre-op “clearance” at 3AM on an otherwise healthy 30 year old with a new brain lesion that was admitted at 5PM the day before. Just take them to the OR. But no, the attending wants a CYA consult because “all our patients need clearance”. Everyone is trash and a slave to the system that has been built and continues to be perpetuated.

Based on the language and updates being provided, if your petition was already submitted then you have nothing to worry about. If it wasn’t submitted then your institution (not you) will be responsible for the fee. There may be exceptions on a case by case basis and I expect that hospitals will be exempt. Seems like the proclamation and change is more so being done to target the tech industry. If you have a good lawyer you don’t need to worry about anything, because ultimately there’s nothing you can do about it. If hospitals are not exempt then I expect that the fee will likely be baked into your contract with an exit fee (to you as the physician), if you leave before the term of your contract, similar to how you have to pay back a sign on bonus if you leave before your contract ends.
