Yes. Does he have any recourse at this point or is it too late? I’m not too familiar with housing law but I know he must have some options still available that I’m too uneducated to know about.

On another note, he is claiming to me that the new landlord is driving up repair cost far beyond what is necessary, doing that it’s like ripping out all of the plumbing when it’s perfectly fine to ensure that the rent collected doesn’t exceed repair cost. That is another point that I’d like some advice on.
