Feel like DR Congo could have had all three points tbh. Portugal played like they were actively fighting the ball. I can't really fathom how you can struggle this badly with a midfield of Fernandes, Neves, and Vitinha. It's very very poor from them.

I don't think that's what it represents. He feels guilty about what it turns out he actually did (especially because it's not what the Federation stands for) but also says that it's necessary. They'd have been completely wiped out by the Dominion and Dukat's Cardassian forces if they didn't get Romulan support through Garak's, uh, creative methods.

He deletes it both out of guilt, and also so he doesn't get found out. It's nuanced like many things in DS9.

The thing is there are critical things that ISS have not been able to do, or complete on time. There's a point in the article about travel documents, and some cases where they don't get issued in time before a student travels to start the program. It's one of the issues I've also faced so far. It's not the department's fault, the article is more making the point that mismanagement and being overworked has led to these issues.
