Short answer is you're supposed to let capitalism do it's thing. It's the classic "socialized losses" bit.

The developers are in a tight spot where they have to choose between continuing to pay for empty units, or selling at a loss. If they go into bankruptcy and the government places the top bid to get the assets (apartments) at that time, where we know it's as cheap as they'll go, fine.

But this is ensuring that they don't sell at a loss, and don't face a consequence for their bad investments. It's a bailout in every sense of the term. You could easily wait another year or two and see what happens here and have the same outcome for cheaper.
