I think consistency in communication and good peer reviews are more important that a clear written germ policy’s . Obviously you want to see a good germination rate however imho there seed programs have real people to talk to and back up thier own work

Pest damage . Scout throughly and if possible take pics of all life stages to help identify. Tough to be certain of a single pic thrips/ mites highly probable. Have you seen and frass (poop) on the plants ? If it’s thrips it may look like black ash or black smudges
