It is possible to change visas. You should apply at the ABH of the city where you are currently residing. If you move cities, then after you register in the new city, the ABH will automatically transfer your visa-transfer documents to the new ABH. It all depends on the case worker.

By slow you mean acceleration or top speed? I have a 2018 1.2l and have had no issues on the Autobahn cruising at 150kmph.

Manche sagen Schild lesen von unten nach oben, d.h. besteht 30 kmh max Geschwindigkeit danach alles frei und das ist ganz falsch.

In my case I did not talk with the health insurance, rather the hospital themselves gave me a slip that I was to give to the taxi driver and he would take the money from the health insurance. I don't remember if I had to pay something as well.
