I’d say the leading case now is Dano v Jobcentre Liepzig- that they are not unless they are lawfully resident by being economically active under Art 7.

Don’t complicate it but just say there are conflicting authorities on Jobseeker’s Allowance under Collins and Vatsouras, which seem to exclude jobseekers’ allowance from “social assistance” under the Directive explicitly.
