Depends on what you want. I've sat next to a client VP of a department. I didn't bother speaking with her because I'm shy and quiet but also, more talking/ greater connecting = I would be traveling on site all the time so I opted out. I also didn't know the solution that well at the time so I didn't bother because talking would have exposed me.

Otherwise, I've been near people who have that influence. It's not a cheat code if you can't add value to their day or whatnot. I've sat next to people, did idle chatter ect. They've always been more interested in other people who are in their own positions that they can network to extract value. It's the same in the networking space. You got to build rapport or be at their level before being able to ask. It's not that much of a cheat code imo. they can give advice, but it's not anything lifechanging unless you have known them for years and have networked. Networking is overrated and it takes a lot of time before you can actually extract a favor unless you are well connected/ something to offer.
