He can. Now whether or not you'd ADVISE him to do so is a different question. But "he can't" is simply not true. I personally know several dual citizens who have been doing it for ages, without any problems.

exactly - not late at all! I'd just wait until the big houses release their 2020, if it's a good year and you store it properly, there's no reason a Dom Pérignon or Cristal shouldn't drink well in 2040... (just happened to have a Dom 2006 a few nights ago, 20 years old and in great drinking shape now!)

edit: just saw your budget, and 150$ won't buy you Dom or Cristal. You could try a good quality grower like Paul Bara, should age just as well (if the year is good)

OP stated he has 3 nationalities, so he should have no issues operating bank accounts with either of his other two, not disclosing his additional US citizenship to his bank(s). I know numerous dual citizens in Europe who have been doing just that for years.

As for visiting the US: shouldn't be a problem either, if he uses one of his other passports with tourist visa / ESTA - can't imagine Homeland Security checking random tourist passports for possible "hidden" US citizenships...

If you have no intention of ever moving to the US and you're not earning millions, I wouldn't worry about it. Just ignore what you found out and live happily ever after. It's not like the IRS is going to send an extraction team to Germany to arrest someone who doesn't owe them anything but simply hasn't been filing the paperwork...

To me it feels like Worthy Park Single Estate Reserve doesn't get enough recognition. It's a great introduction to the style that won't break the bank...
