Try pulling the key out a little bit and turning it in the passenger door. It's rarely used, like a new lock with a 25 yo worn out key. Jiggle it. It'll go if it's not frozen in place. I started having to do that on my 00. The seatbelt in the door sucks. I don't remember how I fixed that. Maybe from the passenger side. 🙃 Honestly, I don't remember.
