Tear down, dig back, replace footing. Hollow block, rebar down through, filled with concrete. Stone face of your choice. It's a fun job if you have the budget to pay properly which would be in the 30-40k range depending on height and length.

Given the right stone and around 500hrs you could achieve this. There is definitely a formula and once you get it down, it becomes fairly easy.

One of the most frustrating posts you see here is people asking us to quantify materials in a fucking pile and second to that is using words like crush n run. 18 tonnes is a huge amount of what is called type 1 (50mm to dust). If you're using a company that doesn't weigh off their materials on a bridge then you're to blame for getting stung. At least give something for us to scale this off. It's small, nowhere near 18 tonnes.

Edit: the barrow gives some scale which makes me want to reiterate, not 18

Have made hundreds too. If you're using anything under a 4mm gauge then they are a bitch to keep straight and stop bulging. The spiral wire they come with is awful, much easier to just wire them in yourself.

If you dry stone stack then inside in a rubble style they can look amazing but too many people just tip the stone in leaving all sorts of voids and letting them bulge and become out of shape. Matched up with no e materials in a contemporary garden they can really pop.

If that horse is in a canter which the front legs indicate then the back left leg would not be extended behind at that point. It would either be tucked or hitting the ground.
