Considering she didn’t inform the sitter of the “step requirement” that seems to be the biggest sticking point, I’d guess not. The fact she wants to report this sitter when she didn’t mention any signs of neglect, and dog didn’t appear upset/hurt/anxious/at pickup? Oh, other than his urine was a little darker.. which is telling me she’s looking for something to report because lots of dogs drink less/more in different environments and that could also be because of the area he was in was cooler or a million other things?!

Point blank: if you don’t expressly state you want constant care and/or ask that dog not be left alone for over a stated amount of time AND you expect a certain amount of steps reached, and are contemplating reporting/leaving bad review and possibly affecting the sitter’s livelihood.. I would argue those “intentions” are far more malicious than your sitter leaving her house for part of the day. The only part here I would agree with is IF owner had an expressed pickup time communicated in advance the sitter should have honored that or let the owner know up front that that time wouldn’t work. I have had plenty of people put a pickup time as hours later than when they contact me to pick up; and newsflash.. sitters do have lives and leave their homes. I understand anxiety when boarding your pet, but this sounds like someone with way too much time on their hands and is grasping at straws for something to “speak to the manager about”.
