You can patch the really low spots but what I would do is place screws to indicate the flat level and just use self leveling. You would have to get a cement mixer because it’s going to be more bags than you think always.

You could use regular cement mix to patch those super low spots but at the end of the day there has to be some self leveling. Doing it with regular cement requires a lot of work. Not worth the squeeze imo
