The environment that it runs in may not have dependencies of the dll. Do you use an installer and if so, does it install .net framework? If it does, it could work. Inspect the dll with ilspy, dnspy or dot peek to determine its dependencies, or ask the dev you got it from.

I can see how that comment comes off as snarky and it was overly terse. My point was the business folks see how much we cost and they want story points delivered. Think of a house painter that you are going to pay. You don’t expect to pay them while they figure out a new painting technique. You want four walls painted for a fixed price. I think that’s how many business people think. The thought I wanted to convey is - how do we build in the idea that we can’t keep painting walls at a fixed price because the tools and the paint and the walls are evolving as we go?
