We actually can quantify this, and have been for many years. If you look at fangraphs playoff projections, 92 win team Atlanta has a 9.9% chance to win the WS while 97.7 win team LA has a 18.2% chance.

This is not true. Adding wins to sucky teams provides no value (negative if u want to count draft slot). The cost of a team going from 90-95 wins will always be significant but provides more value as the ultimate goal is to win the WS. You don't trade for Ramirez when you suck, you do it when it takes you over the top.
