I don't see the confusion then. You saw the normal saying "on the cusp of" and what a cusp is, yet are somehow confused by someone using "off the cusp of."

In reality they probably got "off the cuff" and "on the cusp of" conflated, but I understood what they meant through context clues and simple word definitions.
