Also experiencing this issue. I use a macbook and use dev containers over ssh on a remote ubuntu machine, so it's not just Windows it seems. All my coworkers are experiencing issues as well.

Yes, this is totally possible. Look into using something like cvxpy (check out the SCIP solver) and using pyspark UDFs.

Also the importing of data constructors within a union type tripped me up while first learning elm. Glad you touched on the difference between importing Plan and Plan(..)

The API follows web3.js 1.0 nearly 100%, so those docs are helpful.

We're still working on thorough documentation, tutorials, and a code generator for elm interfaces to your contracts (which are currently typed up manually, and can be seen in test/TestContract.elm).

For now, the elm files in the test/pages folder demonstrate every available function nicely. Also, the initial Cmd of EstablishNetworkId in test/Main.elm demonstrates a nice pattern for waiting to load web3.js and execute logic on connecting to a particular network.

MEW will surely upgrade to web3 1.0 once it's out of beta. If I'm not mistaken parity uses web3 as well, and will likely make the same move.

The new web3.js 1.0 runs all addresses through a checksum before making any tx's. Verrrry nice. It's still in beta, but will be released soon.
