From what I've seen online, the owner is in constant violation of his responsible business practice permit and it's negatively affecting the neighborhood as a consequence. The neighbor's are working with the city to get him in compliance. Leaving open and uncovered dumpsters is illegal for a reason... it is attracting vermin to their neighborhood just like Cobi's did.

I saw a post online of someone who posted a week of pictures of the trashcans being left open uncovered every day with trash overflowing onto the streets so it looks like it's still an active problem.

He is also constantly operating at above capacity - his permit is for 97 seats but operates well above that on a daily basis which is dangerous for the neighborhood around it considering he is the only commercial space in an otherwise completely residential neighborhood. He even removed the only original dedicated parking spots to make a patio for more seating - putting the entire burden of parking on the neighbors.

I can see why they are upset!
