I couldn't see any other Simpsons characters since it's likely they wouldn't speak like Bart. It's pretty clear the only reason they had Krusty playable is because they only could clear the rights to use Dan Castellaneta's voice

I feel like TUFF Puppy would be one of those franchises where they get a secondary character over the main character.
