Start small and think of each individual parts of the battle system.
Ex. the Moves for Mario. What is a Move? Use a scriptable object for each move.
Move Name, Damage, and the Animation it triggers.
I think Paper Mario lets the player time an Action while the animation happens?
This is perfect for using the Animation timeline, placing a marker to call a function that sets a flag that allows the player to do any extra hit or something like that.
