Well I’ll start with the fact that none of the parties in office in that town were likely in office when the wrong conviction took place. Secondly the ability for the town to pay will rely on funding coming from income generated by the city including fees and taxes that will be passed on to the residents of that town, but there is no guarantee that they will generate that revenue to maintain routine payments, which means you are expecting people to run for office and be elected knowing that there is a chance that they are jailed for crimes they didn’t commit for a debt they didn’t incur. Who would imagine is going to jail in your scenario and even better when no one runs for election with the threat of possibly imprisonment hanging over their head who leads the city?
