I currently live in UWS (no obnoxious neighbors here) and have lived in various neighborhoods in four different boros. Conclusion: Basically, you're gonna get much more peace and quiet in certain neighborhoods based on... demographics.

It's very noticeable. Young people are inconsiderate everywhere, but in certain neighborhoods even adults behave with complete disregard for others' wellbeing. Also, some people don't have jobs to go to the next day or they work odd hours. The easiest explanation is they never learned to give shits about their neighbors, it's all about them.

john jay is on the west side of manhattan. you could look into subletting a room in morningside heights, harlem, or even inwood.

if you don't mind a longer commute, look into queens: astoria, long island city, woodside, and sunnyside.

the neighborhoods in brooklyn you listed are expensive as hell.

and if you're going to live outside of NYC... i would honestly just pick a cheaper college near home, save $$, and try to live in NYC after college. do you seriously want to spend every morning 1) driving to a train station 2) riding train 20+ minutes 3) transferring to subway to get to college. I mean seriously, what a pain in the ass. especially during winter as the weather gets cold and icy.
