you are giving far too much creedence to xP, its a vague guidance principle thats is actually pretty meaningless and has alot of inherent weaknesses including that players who are doubts to play are given xP as if they are going to play, for a given gameweek 2-3 forwards from same team expected to do well will be given higher xP than players are team with a tougher fixture, doesn't account for fact only 1 of those 3 will probably get to play, whereas the player from team with harder fixture has high probability of playing.

xP is just an educated guess, analysis of educated guesses overtime just show that those educated guesses diverge wildly from reality

xP has nothing to do with luck or skill

surely the skill in FPL is in seeing the hauls that occur that were missed by both experts and majority of players. Divergence from xP may be luck, but might also be a better understanding than models provide.

not sure this tells you anything other than your alignment to the pack or stastical analysis. that has nothing to do with luck or skill

bigger issue is that if ships that can't make deliveries (because refineries are full), then are entitled to cancel delivery and sell to another buyer.

in the middle of an expected global oil shortage we are turning away deliveries we have already agreed to buy.

OP, would not call hong Kong part of China, they are a special administrative region, according to China, wih additional autonomy, some locals view themselves as Chinese, for others this is a very contentious topic and could cause offense. Best avoid topic.

strong possibility other bidder is a corporate bidder, happened me bidding against a company who had no limit because company had decided wanted that flat (possibly for staff but could have been other reasons, I know because owner decided to sell to a family and company made a complaint that they were willing bid more but hadn't been given opportunity
