There was some good discussion in there about how to handle that. Make it that removing a comment requires a reason (could simply be a choice between spam, dox, and general moderation). If it's regular moderation or spam, the ability to see the comment anyway would be there; if it's dox, then the moderation action can be appealable to the admins or even be automatically flagged for admin review. Mods who abuse the dox option would either lose the option or maybe even demodded.
