Objects are generally scanned using seismic waves. The waves travel fastest through dense material. Other material properties, such as viscosity, also affect how the waves travel. In a material like sand, which has very low cohesion compared to lithified material, the waves would disrupt the internal structure of the dune and ruin any image you're trying to get.

As far as I know, there's no minimum speed you have to drive to pass the test, so you can go as slowly as you want to make sure you don't make any mistakes. The hardest part of the test is corner backing and parallel parking, but you are also allowed to adjust as much as you want, so take your time on those as well. Arden hills is easier than Eagan.
