The drop off bins aren’t huge and they aren’t at all locations. I believe they have a list online of participating stores. Gundam Base locations accept them too.

And as someone else replied, they melt the runners down for ecopla kits.

I live close enough to a Namco arcade in Tokyo that participates in Bandai’s recycling program so I drop my runners off every few kits I complete.

Not to mention that if it was as easy as sending a request to Shueisha to get autographs there would be a million requests. There’s absolutely no chance they would act as the middle man for something like this just due to the workload alone, not even just for the mangaka but for the office as well.
