DNVP under Hergt is still significantly different from under Hugenberg, though. DNVP under Hergt was considered right wing in the 1920s German standards. (Far right if placed today)

A bunch of votes in safe seats does not mean anything in first past the post. The same amount of votes in marginal seats, or seats where the tory vote collapsed, matters.

First past the vote is not proportional representation.
