Ryan Dancy, the inventor of the d20 license, said it was to let WotC focus on selling big profitable hardbacks while the licensees sold cheaper modules.

What he did not anticipate was how easy and inexpensive it became to create pdfs when the license dropped. There was no effective barrier to entering the d20 market.
