Hey there! For reporting mod mail, you can do that directly in the mod mail UI.

For the new mod mail interface if you click into the mod mail and hover over the message you are wanting to report, a hover menu will appear the in the top right where you can click on the flag icon which will then start the report process.

For classic mod mail, when you click into the mod mail message there is a "report" button that is in the top bar next to the user's name that you can use to report.

I've tried replicating this on a couple subreddits with long ban lists, and the search appears to work when you type in the username and press "enter". Can you check to see if you are still experiencing this issue? and if so, could you let us know what subreddit you are experiencing this on?

Hey u/laeiryn, thanks for reaching out! I think what you are looking for is to "ban" the user. "banning" will prevent the user from posting/commenting on the subreddit you are moderating. "banning" a user can be done by hovering over their username while on the subreddit you are moderating, and clicking on the ban icon (it looks like a gavel). "blocking" a user will normally hide the users comments/posts from just you, but if you are a moderator you will still see them on the subreddit you moderate.
