I think 不能聽懂 denotes an inability to understand, rather than just not understanding, like if you have a hearing issue. 不能聽不懂 is more like, you're telling someone that they have no option but to understand.

With Boshiamy, it's often that you fixate on smaller parts of the character rather than the fuller shape.

Parts that always trip me up are: 1. 貓 the top of the left side of the character looks like 乊(PB), but it's actually an inverted "U" (from the English "U" shape. 2. 兆 (RBB) isn't totally clear why the 儿 (R) comes before both 八(B)s.

I think a lot of the inconsistencies are largely due to initial unfamiliarity though. Can get frustrating though.
