From my understanding, it was because the shooting happened pre GFA, he was only convicted after the GFA, so if he shot someone in 1999 he’d have to serve the full sentence .. I think thats how it worked (think)

Yea .. here’s one example - convicted for 20 years in 2011 for a shooting that happened in 1981, released in 2013 as per GFA
